I missed the humor. The "suspect population" was as you infer, the Japanese,
and of course it happened in 1942.

Fiasco? It worked splendidly. The Black Dragons never got a chance
to go into action, which, especially if there had been a Japanese
invasion, might have been crippling. Not only that, but the intense
racial hatred following Pearl Harbor among some of the white Americans
had no local outlet.

I was referring to the events following a really serious terrorist
incident (unlike 9/11). No time to deport anyone. Maybe you're
talking about steps to be taken now. I think that now the US is doing
approximately the right thing: investigate and keep tabs on possible
terrorists.
