No. Wrong. Incorrect. Extropians are defined in terms of the Principles.
They are *not* defined as libertarian transhumanists. Most of us tend to
fit that description well, but you do not have to clearly fit the
definition of "libertarian" to be Extropian.

BTW, the latest version of the Principles is 3.0, not 2.6. Please refer to
the Open Society principle there.
