You'll notice that mobile workforce doesn't have trouble navigating any
society (a few notable exceptions excluded). Economy is fundamentally
global, and doesn't like arbitrary boundaries. We're being nicely
homogenized in the EU right now, and there is no reason why on the long
run the global society won't be similiarly vortexed.
If there's a political solution to this, it is allowing increasingly
permeable borders, and mobile societies.
