That would be a bit hard to prove. Let's say you've been carrying 20 k$
cash on you when crossing state borders. The cops confiscate that as drug
money. (Happens now and then). You'll never going to see it again.

How are you going to prove that this is not selectively enforced? How are
you going to prove a negative?

No. You're going to court (got legal insurance?) against a large
institution. The cops always cover for each other. Who's going to cover
for you? Do you know who passed by the radar, how fast, and how many they
did ticket, and how many they could have ticketed during the time? Do you
think they keep logs? Knows the judge? Jury?
