One must be careful. According to the World Fact Book, both
Iraq and India have infant mortality rates of ~60. In contrast
Iran and Syria have IMRs of ~30. So while Iraq's IMR is higher
than that of its neighbors, it isn't higher than India which
isn't operating under sanctions and has a democratic government.

To understand in detail how many deaths may be "caused" by the
sanctions you would have to do a historical analysis the IMR
trend in Iraq before and during Sadaam's reign. I'm moderately
certain that the war with Iran cost Iraq many more lives than
the sanctions over the last decade have.

So the question remains -- should the people of a country be
held responsible for supporting a despot for over 20 years?
