I was unaware of your previously stating the first part, thanks for
the correction, and the honesty.

Please consider my statement amended accordingly.

I too would take into consideration what exactly "mentally
incompetent" means.

As to former felons, I don't think mere drug possession or use
should be criminal at all, so we agree there.

Perhaps this is an appropriate subject for further list discussion,
should the U.S. criminal code/justice system be revised to address
such gross indistinctions as "misdemeanor" and "felony".

I think the idea of justice argues yes....
