Sure. Humans have demonstrated a perfectly contented willingness
to risk *innocent lives* of neutral noncombatants in order to gain
a military advantage over enemies. For instance, the commically
vast stockpiles of nukes amassed by the U.S. and the commies.
Why so damn many? If humans do this sorta thing, why would
not nations take reckless chances with nanoreplicators, trying to
outmaneuver the next dictator over, thereby risking all mankind?
