I started working on an essay on this very issue which I never finished,
but I coined the term Collective Autonomous Zone (CAZ) to describe a
grouping who are not very autonomous taken unit by unit, but as a group
are more than capable of acting as a national unit.
Okay, so I had recently read Bey at the time :-)
