I would say that anyone with military training learns how to speak
powerfully as a matter of course. I used to speak rather quietly, prior
to serving in the USAF, but now am known as having a loud voice, even
when I speak softly. Its not a concious thing, even when I am paying
attention to my volume, people notice that at a normal volume, I still
can be heard at quite a distance.
