In the first frame, you get a structure that starts thus:

Welcome,(linked) by the Commadant of the War College
Overview - this is a link to a overview that discusses the
"alternative futures" concept and a breif line on each of the six or
seven scenarios they explored. They touched on the rates of
technological growth, either slowly stepping upward or going
exponential.

The scenario that I associated with our goals, is one they described as
having exponential tech growth with "horrifying" increases in the power
of individuals and small groups.

of course being bureacrats, in the final analysis, they put a
conservative stamp on it so their concepts of high tech advances seem
extremely tame to us. Not to get weird on you, but remember that these
are the same bozos who brought us the Condon Report.
