Shure. It's done in movies all the time. A simple process:

Take a somebodys life (aprox 70 years) Boil it down to 90 minutes. Voila
you have changed perception in time. Want more? Use slowmotion, multiple
viewpoint, fast editing, transitions and more, and you can make that last
second last for half a minute. There are other ways too off course.

The tricks are there, and often used. Just not in games. ;(
