I don't know. I have read that section of the Constitution and while I don't
remember it clearly I am pretty sure there is no precise set of procedures
for how Congress declares war -- I seem to remember that it just says that
Congress shall declare war. The Constitution also leaves the purse strings
in the hands of the Congress.
       I listen pretty closely to the Congress after the 911 attack. I
believe they gave the President permission to attack and authorized him
spending the money. Is that a Declaration of War. I think so but I'll
listen to the Constitutional lawyers.
