I don't really think so, Mill died in 1873. However in Mill's day the words
"liberal" and "conservative" had almost exactly opposite meaning they do
today. Back then a liberal was somebody eager to try new ideas and was in
favor of more personal freedom, a conservative believed in the divine right
of kings.
