Why government? If we could set up the infrastructure, enormous
quantities of seemly random info could be supplied to the entire
world, from which a subset of amateur crimefighters would
emerge. It is a bit like when police scanners became available
to the proletariat back in the 1970s. A lot of people bought them,
and still let them squawk in the background of their homes, just
for fun. They help the cops by piecing together bits of information
and observations. Not for profit, not in hopes of any reward, but
just because its fun and at some deep level, rewarding to those with
that mindset. Its kinda like a huge informal high-tech neighborhood
watch program.
