Yes, the FCC has long overstepped its bounds in "censoring" what goes out
over the air. It seems to spend an inordinate amount of effort on "shock
radio" and small "pirate" stations while virtually ignoring prime time TV.

When the FCC "investigates" something like this with a broadcaster, it
often has the effect of an order, as radio stations are licensed "for the
public good" and if the public complains enough, the FCC can and will lift
their license.
