The problem with the scenario you specify is that in the example
you cite, explosions in NY, Washington and Chicago, it would
be relatively easy to smuggle bombs in in fishing boats,
shipping containers, or even underwater submersibles.

I know they are working on giving the Coast Guard better
detection capabilities and also on checking containers
before they leave foreign ports (though that doesn't
prevent one from smuggling a bomb on board in international
waters) but they aren't anywhere near close to solving this
problem.

I suspect whether our sonar net is sophisticated enough to
detect 1 person submersibles is classified and they currently
don't have much range, but my guess would be that a bottom
hugging sub with a couple of hundred miles range would be
able to deliver a bomb to any of those cities.

I'm actually surprised that the Columbians haven't taken
to developing this approach for drug deliveries.

So I don't think a transparent society would help unless
the bombs went off in Denver, Phoenix and Dallas.
