Whaaa?
"more than 1.7 million people were either in prison or in jail in 1998" in
the USA (http://www.hrw.org/advocacy/prisons/u-s.htm ).
Okay, that's about 2%, allowing for those who haven't be caught or are
currently out plying their trade.
56,000 is 3.3% of those in jail, if my fingers are reliable.
What *would* you call `a small minority'?
BTW, I like your idea that citizens should be able to challenge rejection
from jury service.
