TECH: cell phones as singularity scouts

I thought this article in the Seattle Times was interesting:

Are there really cultural differences that cause certain
technologies to take off in one location but languish
in others? For example my impression with regard to
creative cell phone use is that
   Japan >> Europe >> U.S.

Why is that? Where will China/Taiwan/Korea/Indonesia fall?

Furthermore, is it significant? Once your cell phones
have more computational capacity than a PC and they
are all P2P connected will we be facing an
   "Attack of the Phones"?
