What about negligeable intentional pollution? Say you live in Southern
California
and you've had a party. You know that some of the ethanol you pour down the
sink will evaporate and contribute to air pollution. Nonetheless, you dump
half-empty wine glass down the drain. What's the appropriate punishment?
