I saw this yesterday in Appendix 2 of D. Friedman's _Machinery of
Freedom_ book. It might be useful for your background research.
Rothbard, Murray, N., 'Law, Property Rights, and Air Pollution',
Cato Journal, Vol 2, No. 1 (Spring 1982). Friedman says: "This
is an article by a prominent natural rights libertarian, trying
deal with the sorts of problems raised in Chapter 41 [Friedman's
'Problems' chapter. -AG]. I find his answers unsatisfactory, but
you may wish to read the article and decide for yourself."
