Prof. Hepp wrote a similar paper about 50 years ago.
If I remember well he also found Schroedinger's equation
working with Heisenberg's relations and other quantum
principles.

It is interesting to know if he gives a different definition
of 'uncertainty'. Because, as far as I know, there are at least 5
different definitions of quantum 'uncertainty'. Also interesting
if he gives some real meaning to the time-energy uncertainty relation,
because this relation (present in every each book about quantum
mechanics) is completely meaningless (there are no clocks!).
