Never put rules and laws at a higher priority than people. People make
the rules and laws. It is the reponsibility of those people to study
and re-evaluate (and change, if necessary) those laws as often as
possible, especially when those rules and laws are found to be lacking
(irrelevant, not based on commonsense, not applicable, harmful,
etc. etc.).
Try living in a culture where the rules are more important than people
and you will see, around you, the psychological result (*).
