Bill this is hardly a Libertarian solution....
Restructure taxes and go to a flat tax so that everyone has an
investment in the government, lets say 10%. Now eliminate children
as a tax deduction.
Everybody would pay a small amount for schools, but the bulk would
have to be paid by the parents on a per student basis.
Pay as you go.
