No. It looks like this is what's been available for some time already
as a browser plugin and is called Flyswat (http://www.flyswat.com/).
It "decorates" displayed web pages with additional links, depending on
certain keywords. So this does not redirect people to other sites (at
least not automatically), as the article suggests.
I'll have to check one of the newer builds of WinXP myself in the next
few days to see what this really is about.
