Arthur C. Clarke had a neat solution: make the beanstalk vibrate
laterally at a suitable frequency (which can be set by its length) so
that each time Phobos passes it the beanstalk will be out of the way.

Of course, when building beanstalks small planetoids that don't look
out do tend to have "accidents" :-)
