Blocks too fast isn=E2=80=99t generally an issue when waiting for blocks to t=
est, and hooking up a miner is probably less work on testnet3 than creating a=
 multi-party private signet with miners. In any case, you didn=E2=80=99t add=
ress the substance of the point - we can do better to make it a good platfor=
m for testing=E2=80=A6. Why aren=E2=80=99t we?=
