I have opened a BIP PR at https://github.com/bitcoin/bips/pull/910

and also created a Python library with test vectors referenced in the BIP t=
ext. I am still unsure if I should or shouldnt split the BIP's "Application=
s" into a separate BIP or leave in the current BIP.
