I didn't feel skipped; I was just popping in with a related comment.
When at Caltech getting my Ph.D., I managed a market where the
different instruments on Cassini traded resources such as power,
mass, and bandwidth with each other. Usually, spacecraft resources
are allocated to the experiments, with say 10% held back in reserve.
The reserves are then allocated at the last minute to experiments
who show how desperate they are for them. This creates bad
incentives to manage resources well. On Cassini, all the resources
were instead handed out at the beginning, and experiments were told
that if they had last minute needs they should trade for them.
