Yes, I think it was RA Wilson who asked 'How many advanced civilizations
are watching us now' and answered with 'as many as want to'.

My theory: the aliens are incompetent laggarts who missed out on their
own civilization's singularity but found some of the neat toys their
brethren left behind. Yes, they're advanced enough, technologically
speaking, to avoid being seen, but too stupid to operate the controls
effectively.
