Uh, in an anarchy anyone has the power to initiate force against anyone they
don't like; that's rather the point. The difference is that in an anarchy
the PPA has no more *legitimate* right to initiate force than anyone else,
whereas in a government system the government claims a monopoly on legitimate
use of force; if a PPA employee abuses you you can sue them, if a cop
abuses you you have a much harder time getting any kind of redress for it.
