Assuming the concept is viable..why quibble with the paltry military budget?

How about a BIG budget...perhaps that of Health and Human Services.?

Personally I think government funding of science is a bad idea. I think
corporations...or better yet...individuals...should have less of their income
confiscated.(ideally...NONE). THEN we'd see some advances.
