The keyword here is cohesiveness. To print such miniature IDs for all
'legal' citizens would consume time, money and other resources. It's
much more simpler for each one to have only a small set of numbers -
information printed out on one small card.

One interesting idea might be for the ID itself to have a different
color for legal citizens. That way, all you have to do is show the
seller the ID color with your big picture printed on it.
