I disagree. Anarchy will arise and endure when and where the majority of
people understand that governmentalism is never to honest people's
advantage. It's a matter of increased knowledge and ethical rigor, which
are certainly within the purview of human nature.
The "power vacuum" can only be breached if enough people allow it to be.
"The price of liberty is eternal vigilance." We just haven't been vigilant
enough to date.
