For the past several years, a substantial fraction of all physics
publications have appeared first at the Los Alamos e-print server
(http://xxx.lanl.gov).
More recently, Daniel Gottesman of Los Alamos National Laboratory has
tried a new experiment in publishing. It is a "preprint review"
service. The service provides reviews of papers in quantum computation.
I imagine systems similar to this replacing conventional peer review in
academic journals -- effectively, Gottesman's system has many of the
advantages of peer review, whilst retaining much of the flexibility of
the very lightly refereed preprint service.
