That's pretty much what I suggested a year ago; and it requires no
consent of anyone--just a server and a moderator (I have the former;
the latter will require someone with more copious free time). Even
without free time, I would have done this by now if ExI hadn't kept
promising to fix the situation for the last two years--I always
feared that by the time I got the system working, they'd drop in
their new system, or restrict the list to members, or some other
thing they've been planning.
If ExI would give a realistic, honest estimation of their plans
for this (or lack thereof), the rest of us could at least plan our
own solutions better.
