Which political and social system? The US? Cambodia? Iraq? Germany? Sweden? Japan? Russia? Which past systems? Monarchies, dictatorships, democracies? Communism, capitalism? They all differ strongly, if you want an empirical and no philosophical answer to your question, please be more precise.
