be the entire galaxy, while everywhere else is merely part of the megallanic
clouds.... ;) Actually, it was mainly because those areas are already
cultural foci in those areas anyway. Who says there can't be a small, little
known, emergency bolthole Third Foundation (Daneel Olivaw's base on Luna, or
Gaia).
