A great book on externalities in general is Roy Cordato's _Welfare Economics
and Externalities in an Open Ended Universe_ (1992). Cordato uses Austrian
economic insights to forge a non-neoclassical view of market efficiency -- one
based on disequilibrium, imperfect information and subjective value theory.
This might not only prove helpful to the gun debate here, but to other social
problems. Though some might still argue the point, at least the economics
won't get abused in the process.:)
