Brin doesn't advocate banning encryption. He does suggest an encryption
tax, a la suggested bit taxes. He also suggests setting up a standard
mechanism for pseudonymity whereby the identity would be revealed after
20 years, or something.

_The Transparent Society_ is more an expression of attitude and ideas
than a coherent manifesto, I think. "Accountability, good. Our
civilization, good. Secret conspiracies, bad. Public panic after
someone blows up a city, extreme. Compromising with public concerns
ahead of time, wise. Cheap cameras, here or coming."
