Mr. Plourde's interpretation is correct. The one in a million
is a "not to exceed" number with respect to an accidental
Earth entry on the swingby. The spacecraft trajectory and
miss distance were selected to achieve that number (with, by
the way, a consequent loss of science at Saturn relative
to closer Earth swingbys).
