Actually, picotech would act on the quantum scale from the start
(nanotech is just above it). Some of the obvious uses would
be to transmute atoms, cause particles to decay, build new particles
(including weird stuff), perhaps create quark matter and neutronium,
and of course do computing with it. Of course, we haven't got the
faintest idea of how to do this, it makes nanotech look like medieval
mechanics.
