WIth absolutely no atmosphere, you've got ice at near absolute zero. The
possibility of life forming, surviving, etc, esp in that small 150 mile
dia zone (with a young crater they would have basically zero time to
develop) in a vacuum at 3 deg above absolute zero is basically near
impossible.
