Like Greg says, so what? I don't see anything in the Constitution to allow
making drugs illegal, regulating possession of radioactive materials, or
funding scientific research. As for CO2, I think there's a federal gasoline
tax already in place, in which it could simply be upped, and let market forces
do their work. And we've banned how much DDT is produced by the citizens
(i.e. none) and regulated other emissions; nothing special about CO2. Well,
apart from breathing...
