Frankly, I think someone came to their senses. If you forget civil liberties
for the moment and ask your self -- if I had criminal information that a
citizen ought to report where would I go, you will find you already have
every place you need. If you knew of a murder or a planned murder you dial
your local gendarmes. If you know of a terrorist cell and its plans the FBI
number is in every phone book. If you have a crank report to make you can go
almost anywhere and get yourself committed.
       TIPS strikes me as an ideas whose time has long since passed.
