I don't know specifically why some take so much longer than others,
but it's affected by many factors. I have, however, personally seen
Dell 1.8 GHz systems boot Windows XP Pro consistently in 15-20 seconds.
Still not 'instant-on', but better than two minutes. ~shrug~
