Natural has everything to do with it. Unfortunately, it has quite a
mishmash of legitimate meanings. Hear I read it as meaning something
similar to:
"A simple local optimum", or perhaps "and evolutionarily stable
strategy, barring major perturbations". Mind you, even under
interpretation it appears to me to be a false statement. I'm not aware
of a time or place where there weren't various authorities managing the
markets for their own benefit (sometimes, grant you, indirectly).

And that seems natural to me. People in power will naturally tend to
use their power to achieve benefits for themselves and their goals.
 This is one reason that centralization of power is a bad idea. (The
primary reason that it's a good idea is that it facilitates quick
decisions ... until the decision maker gets overloaded.)
