Quite correct. The problem is that once you have delegated those powers
to others, you need to find some way to ensure that they are using them
for the intended purposes. Any suggestions? The constitution is
proving a bit weak. (Well, to be honest, it's held up a lot better than
any of the originators expected. But it's been bend quite a bit in the
past few decades.)
