Regarding genetic engineering, I think that the absolute last thing we would
want to do is give the State control of it, since, as I normally speak about
it anyway, the State represents elite interest (actually it is possible to
talk about the state and mean something somewhat different, which is
possibly what Fukuyama was talking about, but even so some level of elite
control remains, I think). That's the absolute last thing we want to do:
giving the powers of genetic engineering, or nanological engineering, to any
elite interest will almost certianly result in horrendous disaster. But
elite interest does not simply end with what we call the State. We also need
to make sure that corporations and the wealthy classes do not have unequal
access to these technologies, lest we create an overclass of superhumans and
supersuperhumans which dominate the rest, in a technologically amplified
1984. What needs to happen is for all classes--poor, middle, and the wealthy
already have it--to rise up and demand that these technologies be given to
everyone in a basically equal manner.
