I'll probably get lambasted for suggesting this but perhaps
it is because government bureaucracy is greater in Europe
than in the U.S. and you simply have more people to do
the manual counting.
I'll balance this by saying that in part it was due to
the fact that we may have a greater fraction of really
undereducated people in the U.S. (I'm being polite here).
This leads to a lot of "I want to vote for Bush *and* Gore".
Thus you get into endless debates over whether those darn
"chads" were clearly punched.
