People always seem to forget that there is a land between total
transparency and attempts at a cloaked cyphertopia: open societies. Since
it is easier to discuss tech than social stuff, we often forget that the
best way of dealing with tech like this is the creation or change of
social institutions. If the government is spying, you better change the
government or make sure it is kept accountable.
